Is it ok to line the gravel in an aquarium with small stones?
I recently set up a 14 gallon tank, and put down gravel, then lined it with a layer of agates. Just wondering if the fish need straight gravel in some part of the aquarium or if the rocks will be ok.

You will be fine.
Gravel is easier to clean and good for growing plants, but the fish dont really care. Setting some larger stones into the gravel is fine.

A good place to find them is at a Montana Rock shop. But if you want to find your own, then you should know that Montana Moss Agates range throughout the state. With the best agates found in gravel deposits in the middle and lower Yellowstone valleys. Agates are found in both the present stream bed and in gravel terraces. Look 10 to 15 miles on either side of the Yellowstone river drainage system.

I'm asking multiple questions becaus of different hardness. I have no clue how hard fire agate is.a

how much money are agates worth?

It really depends on the agate.
Some are worth nothing and some can be worth thousands of dollars if they look spectacular.
Below I included a link to one place that sells agates, to give you an idea of what is out there. If you have an agate and it is not yet cut, don't cut it. If you're planning to sell it, ask the buyer whether it should be cut.
